The Capital Improvement Program (CIP) lists the City’s planned capital and infrastructure projects, their funding sources, and how they are prioritized. City departments work together to make sure community needs are included.

We prioritize projects based on recommendations from department directors. Main factors include:

  • Life and safety
  • Maintenance and repair
  • Public and City Council input

The CIP provides a clear, 3-year plan for the City’s expected capital and infrastructure needs.

Current program

The FY 2025-26 CIP budget totals $15.96 million. Here's how it's distributed:

  • Transportation: 55% ($8.76 million)
  • Buildings and facilities: 33% ($5.34 million)
  • Storm drain: 8% ($1.24 million)
  • Parks: 4% ($0.62 million)

About 30% of the budget funds ongoing annual programs; 70% goes to one-time projects.

Key projects

  • Canal neighborhood transportation improvements: $6.7 million (multi-year, includes grants)
  • Downtown Library modernization: $3.15 million (state and local funds)
  • Street resurfacing and repairs: $3 million
  • Boro Center HVAC and roof repair: $2.4 million
