People who can serve on the committee include:
- City of San Rafael residents with disabilities or their family members
- People who live in San Rafael and work with or support people with disabilities in Marin County
- San Rafael residents, property owners, or business owners with experience or connections to organizations focused on accessibility or disability issues
- One member who represents the San Rafael business community
