Apply for a moving POD or dumpster permit

If you want to put a dumpster (debris box) or a moving POD (portable on demand storage containers) on a public street or sidewalk, you need a permit.

Need to know

  • Costs $50
  • No parking signs required for metered spaces
    • First no parking sign: $50
    • Each additional sign: $4
    • Meter bag (first day): $66
    • Additional meter bag days: $16 per day, per meter
  • 1 container per site
  • Maximum duration: 2 weeks unless otherwise approved
  • Processing time: typically 1–2 business days

Before you start

Check your property jurisdiction to make sure it’s in San Rafael.

You only need a permit if your debris box or storage container will be placed in the street or public right-of-way. If it's going on your own property (like a driveway) and doesn't block the sidewalk, no permit is required. Make sure the location is safe—it must not block bike lanes, crosswalks, or the view of drivers and pedestrians.

The container provider must have a valid San Rafael business license and insurance.

If you're placing the container in a metered space, you'll need to request no parking meter bags. For tight residential areas or busy streets, no parking signs are recommended to reserve space. These must be posted at least 72 hours in advance to be enforced.

Steps

1. Start your online application

Login to our online permit system. If you haven't used it before, you'll need to set up an account. Select minor temporary encroachment permit for a debris box and/or storage container.

2. Fill out your application and pay fee

Include your contact info, container details (type, size), exact location, and the start and end dates. You may need to upload a photo or site map of where the container will go.

Pay the $50 permit fee.

You can pay by:

  • Credit card
  • Check payable to City of San Rafael

3. Check if you need signs or meter bags

  • For metered spaces, request meter bags from the Parking division.
  • For unrestricted parking, no parking signs are optional but helpful.

What's next

Most permits are reviewed within 1 to 2 business days.

After approval, place the permit on or near the container in a visible spot. Send us a photo of the container's drop-off location.

Make sure the container is removed by the end of the 2-week period unless you've arranged an extension. Only 1 container is allowed per site at a time unless you’ve received special approval.
