Campaign and conflict of interest disclosures
California law requires public officials and some employees to share financial information.
Statement of Economic Interests (Form 700)
Elected officials, designated staff, and planning commissioners must complete a Form 700 – Statement of Economic Interests. This form:
- Shows any financial interests that could create a conflict of interest
- Reminds officials to avoid decisions that could personally benefit them
Who files
The following positions file their Form 700 directly with the Fair Political Practices Commission (FPPC):
- Mayor: Kate Colin
- City Council: Maribeth Bushey, Eli Hill, Rachel Kertz, Maika Llorens Gulati
- Planning Commission Members: Samina Saude, Aldo Mercado, Jon Previtali, Jon Haveman, Jill Rodby, Stewart Summers, Jeff Kent, Vacant
- City Manager: Cristine Alilovich
- City Attorney: Robert Epstein
- Finance Director: Paul Navazio
Campaign filings
We help candidates and committees with campaign filing requirements. We provide forms and guides, make sure filings are submitted on time, and post the information for the public to see. If a filing is missed, we send reminders.
Candidates and committees must report:
- Who contributes money to their campaigns
- How those funds are spent
These reports follow Fair Political Practices Commission (FPPC) rules to ensure fair and transparent elections. The FPPC is a non-partisan agency that oversees campaign finance, conflicts of interest, and ethics in government to promote public trust.
Independent expenditures
An independent expenditure is money spent on communications—like ads or mailers—that support or oppose a candidate or measure without coordinating with that candidate or committee.

or review the City of San Rafael Independent Expenditure Ordinance.
