Request a roadside memorial

Honor someone who died in a traffic incident in San Rafael with a temporary roadside memorial.

Need to know

  • Memorials may remain in place for up to 30 days
  • Place items in the public right-of-way without blocking sidewalks or roads
  • Unattended candles, glass, sharp objects, and music are not allowed

Before you start

We understand that losing a loved one is very hard. This program allows families and friends to place a temporary roadside memorial to honor someone who has died, while keeping public spaces safe and accessible for everyone.

These memorials are for people, not pets.

Location

Check that the location is within San Rafael. You must place the memorial as close to the incident site as possible, without blocking pedestrian paths or violating ADA access. If the memorial crosses onto private property, you must get written permission from the property owner.

Maximum size

  • Height: 24 inches
  • Width: 24 inches
  • Depth: 6 inches

Steps

1. Plan your memorial

Prepare your memorial so it meets all location, size, and safety requirements.

Get written permission if any part of the memorial will be on private property.

2. Complete the online form

Fill out the online roadside memorial application form. Include your preferred start date for the 30-day time period.

3. Place memorial at site

We will review your request and contact you with a decision. If approved, you can place your memorial on the start date.

What's next

You may keep the memorial in place for up to 30 days. If it is not removed by that time, or if it becomes unsafe or damaged, the City may remove it. Items will be held for 60 days. You can contact the City to retrieve them.

The City is not responsible for lost or damaged items.
